Due Diligence – Clean Soils Environmental, Ltd. (CSE) has collab- orated with Don Bowen and Meridian Associates, on numerous projects over the past 25 years. We have found his professional work ethic to be me- ticulous in accomplishing the objectives at hand, so it was no surprise that he reached out to Wil- liam H. Mitchell, Jr, CSE's Licensed Site Profession- al (LSP), to assist with the environmental due dili- gence assessment prior to the development of his new home. Don was proactive in engaging CSE's consulting services to help determine whether potential environmental liabilities were present in order to make informed business decisions about the property. At CSE, we believe it is important to provide our clients with a certain level of as- surance prior to breaking ground, as there would be no point, in some cases, if an unexpected and expensive environmental issue was identified and needed to be addressed. CSE is a customer-focused environmental consult- ing company that specializes in LSP services con- cerning containment, assessment, management, and remediation of oil and hazardous materials throughout Massachusetts and the New England region. Since 1988, we've provided our clients with cost-effective solutions to a wide range of environmental challenges in full compliance with all regulatory requirements. In 1993, Massachusetts created a model pro- gram that privatized the cleanup of hazardous waste sites in the Commonwealth. Licensed Site Professionals (LSPs) are authorized by the Com- monwealth to work on behalf of property own- ers, operators, and other responsible parties to oversee containment, assessment and cleanup of contamination that has been released into the environment. Mr. Mitchell has been licensed since the implementation of the program and has been Environmental Consulting & LSP Services Established 1988 an active participant in recent regulatory revi- sions. It is the LSP's role to direct assessment, characterization, and, to the extent necessary, the cleanup process in a manner consistent with the requirements of state and federal regulations and laws. Many other prospective developments that bypass important due diligence assessments are halted or even discontinued because of contamination identified during the construction activities. Unfortunately, buying a property without under- standing the potential environmental risks and liabilities attributable to former site uses can be very timely and costly, and discovering historic contamination on a property you have purchased becomes an even larger challenge. CSE provides comprehensive environmental due diligence and site assessment services to our clients which allow us to render an opinion with a reasonable degree of technical certainty on the potential of environmental liabilities related to past or current practices on a property, as well as potential effects caused by surrounding prop- erties.
