Legislation in favor of energ y conservation spurred California's d om i n a n c e , a n d n o w, w it h t h e G r e e n Communities Act of 2014, the same thing has happened in Massachusetts. "The legislation requires electric utilities in Ma ssachuset ts to purcha se a ll ava i l- able energ y e‰ciency improvements that cost less than it does to generate power," Thomas Bourgeois, Co-director of the U.S. Depa r tment of Energ y Nor thea st Clea n Energy Application Center, told Forbes.
