Continued from Page 10 payments will be limited to the cost of providing services, and therefore the current physician supplemental funding methodology using 145% of the Medicare rate will no longer be used. The Delivery System Incentive Reform Payment (DSRIP) Pool: The DSRIP Pool is designed to incentiv- ize health care quality and delivery system reform activities by hospitals. The following four categories of pro- grams, which are under development by the state, will be rewarded by the DSRIP Pool: infrastructure develop- ment; program innovation and redesign; clinical improvements in care; and population-focused improvement. The reform activities will be conducted by Regional Healthcare Partnerships (RHPs) that have geographic boundar- ies and are financially supported and directed by a public hospital or local government entity that collaborates with other health care providers to evalu- ate current challenges in the delivery system and agree on a course of action to address those challenges over the course of the demonstration project. The state will work with CMS and providers over the course of the first year of the demonstration project to organize the RHPs, identify the projects under the four categories and determine the amount of incentive payments associated with performance metrics. After the plan is approved and in place, the RHPs will measure and report the outcomes of the reform initiatives as the basis for DSRIP payment to qualifying hospitals.
